Vicenza 15 Settembre 2014 – Nella mattinata odierna, presso la sede del Centro di Eccellenza per le Stability Police Units dell’Arma dei Carabinieri (Co.ESPU), ha preso il via la settima sessione addestrativa del progetto “European Union Police Services Training 2011 – 2013” (EUPST 2011-2013) che si concluderà il prossimo 26 settembre.
L’iniziativa è finalizzata alla formazione di personale per l’impiego in missioni di gestione civile di crisi internazionali sotto egida Nazioni Unite, Unione Africana ed Unione Europea.
L’esercitazione, a cui prenderanno parte circa 500 operatori di 45 polizie/Gendarmerie provenienti da 35 Paesi UE, Unione Africana (AU) ed Extra UE contributori della Politica di Sicurezza e Difesa Comune, riguarderà lezioni teoriche e pratiche nei settori della gestione del quartier generale di una missione di Polizia internazionale, dell’ordine pubblico, delle investigazioni sulla criminalità organizzata locale dedita anche al traffico di esseri umani ed al traffico illecito di rifiuti, delle indagini forensi, delle attivita’ delle Unita’ di intervento speciale, dei servizi di protezione e della bonifica di ordigni esplosivi, nonché nozioni sul rispetto dei diritti umani, parità di genere e protezione dei gruppi vulnerabili (in specie donne, bambini e rifugiati). È anche prevista la partecipazione di esperti e di osservatori di Organizzazioni Internazionali.
Due settimane molto intense, durante le quali i rappresentanti dei Paesi partecipanti, dapprima, confronteranno le rispettive tecniche d’intervento nelle varie materie al fine di sintetizzare le pratiche più efficaci per migliorare l’interoperabilità nelle missioni internazionali di gestione civile delle crisi, applicandole successivamente, nella seconda settimana addestrativa, ad un caso pratico ambientato in uno ipotetico scenario caratterizzato da un’area geografica ad alta instabilità ove una forza di Polizia Internazionale interviene sotto mandato dell’Unione Europea per affiancare la polizia locale e le organizzazioni non governative nella immediata gestione di turbative dell’ordine pubblico e nella lotta al crimine organizzato.
L’iniziativa si inquadra nel più ampio progetto “EUPST 2011-2013”, interamente patrocinato dall’Unione Europea e sviluppato dal 2011 da un Consorzio multinazionale composto dal Collegio Europeo di Polizia (CEPOL), dal Ministero degli Affari Esteri ed Europei Francese, dalla Gendarmeria Nazionale Francese, dalla Guardia Civil spagnola, dalla Gendarmeria Romena, dalla Marechaussee dei Paesi Bassi e dall’Arma dei Carabinieri, che ne ha assunto la leadership.
L’obiettivo del Progetto è quello di addestrare complessivamente 2400 operatori di polizia-gendarmeria di Paesi UE (60%, 1440 u.), contributori extra UE della Politica di Sicurezza e Difesa Comuni (20%, 480 u.) ed appartenenti all’Unione Africana (20%, 480 u.) per un più efficace e coordinato futuro impiego in missioni internazionali di gestione civile delle crisi.
L’attuale esercitazione svolta in Italia a Vicenza presso il Centro di Eccellenza dell’Arma dei Carabinieri per le Stability Police Units (CoESPU), è quella finale del programma addestrativo voluto dalla UE, e segue le attività organizzate in Spagna dalla Guardia Civil (duplice sessione), in Francia dalla Gendarmeria Nazionale Francese, in Kenya a cura dell’Arma dei Carabinieri, in Camerun a cura del Ministero degli Affari Esteri Francese e nei Paesi Bassi a cura del Marechaussee olandese.
EUPST – Italy 2014
The seventh training session of the project “European Union Police Service Training 2011-2013” (EUPST 2011- 2013) started this morning (the 15th of September) at the Center of Excellence for Stability Police Units (CoESPU) of the Arma dei Carabinieri, and will end on the 26th of September.
The exercise, which will include about 250 operators of 45 police / gendarmerie forces from 35 Countries (EU MS, AU MS and third Countries contributors to the EU Common Security and Defence Policy), and the same number of Carabnieri involved in the implementation of the session, will cover theoretical and practical sessions in the areas of management of the headquarters of a mission of international police, law and order, investigations on local organized crime also dedicated to human trafficking and the illegal waste trafficking, 
forensic investigation, the activities of the Special Intervention Unit, protection services and Explosive Ordnance Disposal, as well as notions on respect for human rights, equal gender and protection of vulnerable groups (especially women, children and refugees). Experts and observers from International Organizations are also participating.
During the next two weeks the representatives of the participating countries will, at first, compare their intervention techniques in various fields in order to synthesize the most effective practices to improve interoperability in international missions of civilian crisis management, applying them later in the second training week, in a case study set up in a hypothetical scenery of a geographical area characterized by high instability, where an international police force operates under EU aegis to assist the local police and non-governmental organizations in the immediate management of disruption of public order and in the fight against organized crime.
The actual exercise, carried out in Italy in Vicenza at the Centre of Excellence of the Carabinieri for Stability Police Units (CoESPU), is the final part of the training program wanted by the EU and follows the activities organized in Spain by the Guardia Civil (dual session) and in France by the French National Gendarmerie, in Kenya by the Carabinieri, in Cameroon by the French Ministry of Foreign Affairs and in the Netherlands by the Royal Marechaussee.
The Italian Carabinieri will organize the EUPST 2011-2013 Italian session from 15th to 26th of September 2014, in Vicenza, at the Centre of Excellence for Police Stability Units (CoESPU), where was also organized a similar exercise in 2009 (the EUPFT 2009).
The Italian session (the 7th, the last, of the whole project) will train and involve Police Officers from EU Member States, from non-EU Countries participating in the EU Common Security and Defence Policy (Albania, Canada, Chile, FYR Macedonia, Georgia, Iceland, Moldova, Montenegro, New Zealand, Norway, Serbia, Switzerland, Turkey, Ukraine and USA) and from African Union Countries. Experts and observers from International Organizations will be also invited to assist.
The training activities will mainly serve as a means for training police personnel that could be deployed in Civilian Crisis Management missions and the Session will be implemented in two week time:
- the first week will be mainly dedicated in conducting theoretical lessons and exchanging of knowledge on police techniques, tactics and procedures (TTPs), also with the purpose of standardize and harmonize them by identifying best practices in order to enhance the interoperability in the international crisis management missions;
- in the second week there will be a CPX (Command Post Exercise) and, simultaneously, a FTX (Field Training Exercise), in a scenario where an international police force is deployed to strengthen the local police and other actors in the immediate aftermath of an internal armed conflict where an EU mission is mandated to provide public order and security and to fight the organized crime.
The activities will be conducted based on injections via telephone calls, radio calls, e-mail, deliver of documents and press release and TV broadcastings sent on purpose by the Direction of the exercise to the exercised headquarters, which in turn prepares and deliver the operational orders to the police units deployed on the terrain.
The scenario of the exercise will simulate the presence of an International Police mission under the EU flag (EUPOLMIL), with substitution powers (partial executive), already deployed and in a “Full Operational Capability – FOC” status (in a stabilization phase) in the Country of Limanistan. The scenario supposes a complex crisis, with both ethnic and political rivalries, infiltration by the local organized crime, high risks, struggle of power for control of resources and both armed attacks between rival factions and against the civilian population. In Limanistan will simultaneously be present a UN mission that will interface with the EU one.
EUPOLMIL will face a criminal organization willing to prevent the process of stabilization in the Country, as opposed to his interests and profits. The criminal organization, as part of the plot, will try to organize an attack to a Mall in the capital city (but this criminal event will not be realized because the organization will be dismantled by the EUPOLMIL Crime investigators), will be self-financed through illegal activities carried in place, such as trafficking of human being and the illegal disposal of toxic/hazardous waste from abroad in the Country.
The objective of the exercise is the return to a controlled situation, working also with State actors and non-governmental organizations present on the scene. The specific objectives to be achieved in this context are the improvement of the cohesion and interoperability of the participating police officers, in the view of the effective enhancement of the overall capacities of the participants in the field of International Police Missions with regard to the respect of human rights, gender equality and protection of vulnerable groups, namely women and children in armed conflicts, disabled persons and rights of minorities. More concretely, for the effective future deployment of the same personnel in international crisis management missions.
The contents of the modules to be focused on, at both the doctrinal level and at the operational level, will be:
- Headquarters Management in planning and conducting EU and other IOs operations;
- Criminal Investigations delivering training on Crime Investigations skills, mentoring those local Police Officers entrusted with investigations;
- Special Weapons And Tactics (SWAT) for Intervention Units, including training in high risk police operations, i.e. Counter Assaulting – Team – (CAT) and Counter Sniping capacities;
- Close Protection, training in providing the necessary protection to the entitled persons in their movements, mainly including escorts (walking and vehicles), bodyguards, reconnaissance and surveillance;
- EOD (Explosive Ordnance Disposal) and IEDD (Improvised Explosive Device Disposal), training for interventions aiming at disposing of improvised explosive devices and unexploded ordnance;
- Human Rights in policing;
- Gender equality and the rights and protection of women and girls in the perspective of International Police operations and Crisis Management operations (UN resolution 1325 and all subsequent resolutions), encompassing lectures and workshops on the subjects and contents of UN resolutions 1325 and all subsequent resolutions;
- Humanitarian Aid, providing knowledge and training on logistical assistance for humanitarian purposes, typically in response to humanitarian crisis connoting scenarios of public disorder with low-medium intensity;
- Civil-military cooperation procedures;
- Formed Police Unit (FPU), training in Crowd & Riot Control (CRC), operational support, protection of IOs personnel, infrastructure and equipment;
- Best common practices evaluation, in order to draft a common document collecting the identified best practices able to improve the interoperability in EU/UN/AU/OSCE Civilian Crisis Management Missions.
In particular, the European Union, as commissioner of the project, underlines the ultimate goal of the initiative, being the performance of the maximum effort to ensure a reasonable deployment rate of the training audience, in the respect of the sovereign competencies of the Sending Countries. Therefore, the session wants to address all those who would indeed benefit from such a comprehensive exercise, also in the view of their possible employment in peace support-related fields (in-country training/support or effective deployment in PSOs).
Moreover, the European Union strives for improved gender balance in EUPST session in compliance with UNSCR 1325. Female candidates therefore are encouraged to participate. The EUPST Steering Committee encourages contributing States to take this into account when offering contributions
Participants in the exercise will be granted with meals and accommodation at the CoESPU and related costs will be directly sustained by the Center on the EUPST budget as well as travel expenses (for further deep details, please see the “Financial Guidelines” in the flyer, downloadable aside).
A Preparatory Meeting, attended by representatives of 25 Police/Gendarmerie Forces of 20 Countries willing to participate in the training, was held in Vicenza at the CoESPU from 5th to 9th of May, 2014.
The framework and the structure of the exercise has been discussed, and in this context, the delegates of the various Countries provided information and details about their own contribution for building the framework of the exercised forces. Reconnaissances of the training areas that will be used for the training were also carried out.
Questa mattina, a Vico del Gargano (FG), nel Distaccamento dell’Aeronautica Militare di contrada “Jacotenente”, ha avuto luogo la cerimonia di istituzione dello Squadrone Carabinieri Eliportato “Cacciatori Puglia”, cui hanno partecipato il Ministro della Difesa, Elisabetta Trenta, il Capo di Stato Maggiore dell’Aeronautica Militare, Generale di Squadra Aerea Enzo Vecciarelli, e il Comandante Generale dell’Arma dei Carabinieri, Giovanni Nistri. Il nuovo Squadrone renderà ancora più efficace l’impegno dell’Arma nelle aree più impervie della Puglia, esercitando una capillare azione di controllo del territorio, mediante perlustrazioni, rastrellamenti, posti di blocco, pattugliamenti eliportati e ricerca di catturandi. Il Reparto potrà essere impiegato in attività di contrasto al traffico e alla produzione di sostanze stupefacenti, con particolare riferimento alle coltivazioni di piantagioni in aree isolate, e di supporto ai Reparti speciali che operano in materia ambientale. Un ulteriore contributo potrà essere dato nelle operazioni di soccorso, in occasione di pubbliche calamità, e nelle attività di ricerca e soccorso.
